I like the empire waist on that dress, but the widest part of the hips is too low for me. It’s tough being short waisted, with the widest part of my hips right below my waist. I’ve literally altered skirts to eliminate pockets designed for the hips, that fall halfway down my thighs! It really tends to be the vertical dimensions that I have trouble with.
